23 THINGS THEY DON’T TELL YOU ABOUT CAPITALISM

The global economy lies in tatters. While fiscal and monetary stimulus of unprecedented scale has prevented the financial meltdown of 2008 from turning into a total collapse of the global economy, the 2008 global crash still remains the second-largest economic crisis in history, after the Great Depression. At the time of writing (March 2010), even as some people declare the end of the recession, a sustained recovery is by no means certain. In the absence of financial reforms, loose monetary and fiscal policies have led to new financial bubbles, while the real economy is starved of money. If these bubbles burst, the global economy could fall into another (‘double-dip’) recession. Even if the recovery is sustained, the aftermath of the crisis will be felt for years. It may be several years before the corporate and the household sectors rebuild their balance sheets. The huge budget deficits created by the crisis will force governments to reduce public investments and welfare entitlements significantly, negatively affecting economic growth, poverty and social stability – possibly for decades. Some of those who lost their jobs and houses during the crisis may never join the economic mainstream again. These are frightening prospects.

MACROECONOMICS

We both believe that a successful second edition is an exercise in listening. Writing a successful first edition is largely a matter of capitalizing on one’s strengths, but writing a successful second edition means listening to those who used the first edition and using that to address one’s oversights and misjudgments. In many ways, writing a second edition can be as challenging as writing a first edition. We’ve been fortunate to have a devoted group of adopters and reviewers to help guide us in this revision. Although the first edition of Macroeconomics received an overwhelmingly positive reception, it also generated many helpful suggestions for improvement. We planned from the beginning to make significant revisions to incorpórate those suggestions. Even if little had changed in the real economy, the second edition of Macroeconomics would have been recognizably different from the first edition.

REMITTANCES AND DEVELOPMENT

Remittances are extremely important in the Latin American context. In 2006, remittances to Latin America amounted to about US$52 billion, making them comparable to foreign direct investment (FDI) and much larger than official development assistance (ODA) flows to the region. Today, Latin America is the top recipient region of remittances both by volumen and in per-capita terms. Yet some important questions remain. What is the impact of these flows on the poverty levels of the different countries? Are there costs associated with remittances—and more significantly—to the migration that logically precedes remittances flows? What are the main challenges that policy makers face in countries experiencing a surge in remittances flows? LIMITS TO FREE TRADE: NON-TARIFF BARRIERS IN THE EUROPEAN UNION, JAPAN AND UNITED STATES

This book explores the growing list of non-tariff trade barriers raised by the US, EU and Japan and assesses the prospects for significant trade liberalization. The author examines the liability of global free trade through a review of the complaints these three countries raised about each other over a five-year period. He concludes that free trade may be increasingly hampered as barriers are created more rapidly than can be resolved, and that the prospects for significantly strengthening safeguards are limited. These issues are analyzed in the contexts of the major WTO trade agreements and the political economy of decision-making in the US, EU and Japan.
